I beieve this happened but I wish he'd have written about how the students were motivated, discipline held in classrooms and unruly, non-believing parents dealt with. More than motivating teachers and dealing with Unions who fiercely resist change and finding financing, these three other things must be present. Wonder how they handled those?

This article also doesnt mention student-to-teacher ratio. I looked it up and it is 16.7 students per teacher. The worst schools tend to have the highest class sizes- I doubt such a solution would work in larger class sizes.
